SpaceXC, CEO/CTO, holds a PhD/MSc in Electronic and Computer Engineering from the Technological Institute of Aeronautics (ITA), along with an MSc in National Security and Resource Strategy from the National Defense University (NDU) in the USA. He also completed a Higher Course in Politics and Strategy at the Superior War College (ESG), earned an MBA in Strategic Management of Science & Technology from Federal Fluminense University, and obtained degrees in Computer Engineering from ITA and Aeronautical Sciences from the Air Force Academy (AFA).
As a Space Systems Engineer with extensive experience in Guidance, Navigation, and Control (GNC) systems for rockets and missiles. He is a veteran Colonel of the Brazilian Air Force, an expert in Electronic Warfare systems, a flight instructor, and a Squadron Leader.
Over his successful career spanning more than 30 years, he has held key roles in the Presidency of the Republic (SAE-PR), the Ministry of Science, Technology, and Innovation (MCTI), and the Air Force, always with a focus on Science, Technology, and Innovation. He served as Executive Vice President and Head of the Space Systems Division at the Air Force's Space Systems Coordination and Implementation Commission, as well as Vice Director and Commander of the Alcântara Launch Center (CLA).
He contributed to the development of government policies and international cooperation agreements (TSA) in the space sector, along with strategic plans to strengthen the Brazilian space industry.
He led the Brazil-Sweden High-Level Group on Aeronautics (HLG), which aims to enhance bilateral strategic cooperation in aerospace, including military (GRIPEN) and civilian projects. He also served as COO of Spaceport Brasil, a subsidiary of Theia Group, Inc.
Currently, he is the Chief Space Officer (CSO) at Emtech Global International (ETGI), COO at Omega Space, and owns SpaceXC, with a client portfolio that includes Astra Space, Innospace, Hyperion Rocket Systems, and Alya Space.
SpaceXC, Adjunct CTO, holds an MSc in Political Science from Unieuro, and is a Specialist in Industrial Automation from UnB and in Innovation from Steinbeis–Germany. He graduated in Electronic Engineering from UnB. His long-term extension courses include Technology Transfer (CSTP-Canada), Technological Information (CRIQ-Canada), Science & Technology Management (ENAP), Technological Industrial Policy (NTHU-Taiwan), Biomass Gasification (LIER-China), and PMI (Nokia).
Over a 43-year career, he has worked as a project engineer for R&D, industrial, and military projects such as Prólogo SA (Imbel)/Novadata SA; served as an innovation engineer at SENAI-DF; and held engineering management roles in private companies.
For the past 24 years, he has held management positions at the Ministry of Science and Technology, focusing on Sectoral, Enabling, and Strategic Technologies.
He has extensive experience in:
- R&D and Industrial Management in fields like Energy, Nuclear, Fuels, H2, Oil & Gas, Critical Minerals, Green Chemistry, Electromobility, Space, Defense, Aeronautics, Nanotechnology, Advanced Materials, and Photonics.
- Managing large national and international projects, including Aviation Fuels, CSP, Biogas, Critical Minerals, H2 in Germany; Gripen in Sweden; Sugar Cane Trash & Bagasse, Biogas/Biomethane, 2nd Generation Ethanol, Charcoal coordinated by UN/UNDP; subsea Oil & Gas, Energy, CCS, and H2 in the United Kingdom; subsea Oil & Gas in Norway; Biosafety Level 4, the Operational Plan of the Alcântara Space Center, Hydrogen, Uranium Enrichment, and Radiopharmaceuticals in Brazil.
- Implementing Research Centers, Laboratories, LabFabs, Maker Spaces, and infrastructure for R&D and industry.
- Securing funding for R&D and industrial infrastructure, overseeing six Sectoral Funds of the MCTI in areas such as Energy, Space, Aeronautics, Minerals, Transport, and Waterways.
- Collaborating and raising funds for Science & Technology efforts through international agencies from 25 countries.
- Serving as a representative in national and international bodies, councils, agreements, and forums such as BRICS, OECD, GSF, Mercosul, EU, CNPEM, and ARTEMIS.
